As trade tensions persist between Canada and the United States, Canada is seeking to strengthen its international relations by forging a unique security and economic alliance with the European Union (EU). Canadian Prime Minister Mark Carney announced this strategic shift during the Canada Investment Summit in Toronto, highlighting the need for the country to diversify its partnerships and bolster its economy.

In his address, Carney underscored Canada’s position as a stable and attractive destination for global investments. He emphasized the importance of building economic resilience through expanded partnerships with other nations. The proposed alliance with the EU aims to deepen cooperation in critical areas such as defense, critical minerals, artificial intelligence, energy, technology, and financial services. Canada is notably the only non-European participant in the EU’s defense procurement initiative, highlighting the existing foundation for collaboration.

Both Canada and the EU are eager to advance beyond the current Comprehensive Economic and Trade Agreement (CETA) to explore new avenues for strategic cooperation. The two parties are now initiating discussions to define the scope of this deeper partnership, focusing on enhancing trade, investment, security, and strategic supply chains.

The investment summit also saw Canada announce nearly C$500 billion in new investment commitments. These funds come from a variety of sources, including pension funds and financial institutions, as the country seeks to boost its economic infrastructure. Additionally, the Canadian government introduced the Productivity Mega Deduction, a policy designed to expedite cost recovery for businesses making a wide range of investments.

Carney also revealed plans to attract private investment through long-term concessions for the operation of Canada’s four largest airports, while maintaining federal ownership of these assets. Despite the strategic pivot towards Europe and other global partners, Carney acknowledged that the United States remains a vital economic and strategic ally due to the countries’ intertwined geographic and economic ties.
