The United States Treasury Department is engaging in direct talks with Russia’s economic envoy, Kirill Dmitriev, as part of discussions exploring potential economic cooperation between Washington and Moscow. This initiative is running parallel to efforts aimed at resolving the ongoing conflict in Ukraine. The discussions were confirmed by US President Donald Trump’s special envoy, Steve Witkoff, following his meeting with Russian President Vladimir Putin in St Petersburg.
During the meeting, the talks covered areas of future trade relations, including diesel supplies to the United States, financial arrangements, and Russian fertilizer exports. Witkoff highlighted that the US Treasury is independently working with Dmitriev to identify economic opportunities that could arise if relations between the two countries improve. He also mentioned that Washington has engaged with Ukrainian officials regarding potential postwar economic prospects.
Although specific details about sanctions relief, investment agreements, or modifications to existing financial restrictions were not disclosed, the discussions suggest an interest in exploring economic engagement amidst ongoing sanctions imposed after Russia’s invasion of Ukraine. Dmitriev, who leads the Russian Direct Investment Fund, has been a significant figure in the diplomatic and economic dialogues between Moscow and the Trump administration.
In the talks, Russian diesel shipments to the US were addressed, with Putin offering to supply American farmers with fertilizer. Preparations for an initial diesel shipment of approximately 40,000 metric tons are underway, pending the completion of financial arrangements. Witkoff welcomed the potential fuel supplies, noting that they could benefit American consumers and help alleviate cost pressures on farmers and transport operators. Putin claimed that news of additional supplies had contributed to a drop in global diesel prices.
Despite these economic discussions, Witkoff reiterated that ending the war in Ukraine remains a primary objective, proposing the restart of trilateral negotiations involving the United States, Russia, and Ukraine to explore practical steps toward a peace settlement. The dialogues indicate a dual approach by Washington and Moscow, addressing both economic issues and diplomatic efforts, though significant challenges persist in resolving the conflict and defining the future of bilateral relations.
